I saw that yesterday, and read the family's website -- it definitely made me think. I think this family made the right choice (for the reasons they explain in detail on their website -- the girl is permanently frozen at 3 months development mentally with no hope of recovery...). In this specific case, it's pretty obvious that the little girl's life will be much better this way -- which is the important part -- and the family will be able to keep her at home.
The question of whether OTHER parents should be allowed to stunt their child's growth, prevent their child from hitting puberty/ growing breasts/ etc. is not as simple. It depends on the specific situation.
This family had to get the approval of the hospital's ethics review board before they could go ahead. That's good, and other families should have to do the same thing. There needs to be some kind of control over it, because there will be cases that are in much more of a gray area. And it'd suck if some kid were mentally disabled in a way that could be fixed in 15 years... and they'd become a normal 21-year-old in a 6-year-old body.
